Local declensions of heritage

The room will be specified in every session

This seminar offers to explore the processes of building (and déconstruction) of heritages in south countries and representations which are linked to them. The accent will be put on knowledges and local know-how and on new forms of promotion of these heritages, so natural as cultural.

It will be a question of studying actors' games, social reconstructions, space and institutional reorganisations in ecological, political, economic and social contexts in quick mutation or on long length. Effects of public policies in terms of conservation of biological and cultural diversity local dynamics will be discussed. The production of heritages and the commercial or political instrumentalization of the "place" will make the object of a deepened analysis.

A multidisciplinary approach, linking human and social sciences and sciences of nature, will be favoured to include self-defining stakes better in frame of globalisés exchanges and in situations of conflicts of access and of usage.

Marie-Noëlle of VISSCHER and AURÉLIE BINOT : Share knowledge to manage a protected aerie

Summary :

On the basis of the experience of two programmes of support to Africain protected aeries, presentations in this seminar will concern the mutual taking over of knowledges and perception of the administrators, researchers and of populations in periphery, in decisions of management.

In the case of the Ecopas programme in support to the regional park W (Niger, Benin, Burkina Faso), they will be interested more particularly in correlations administrators-researchers and on conditions allowing to build a vision shared by heritage to be kept.

For his/her part the Curess plan in support to the National park of Zakouma (Chad) allows to analyse gap between speech patrimonialisant of plans of conservation which introduces the aerie protected as a public good to share and on the other hand practices of management which leave some more place in perception and strategies of the local populations and it in spite of results of social studies led upstream or in parallel.

Summed up The intervention of December 9th takes back the main results of my thesis supported in September, 2008. Thesis analyses stakes of the biological and equitable certification of the quinoa at the level of the different echelons of course of study. She shows that the signs of biological and equitable quality (and their combination) represent imperfect instruments for the practices of buycott of ethical products. These quality signs constitute especially specific and strategical assets. Their processes of building and of management determine forms of gouvernance of course of study.

In these conditions, thesis shows that the social and ecological durability of course of study is not the immediate consequence of the installation of the signs of biological and equitable quality. This durability follows principally from local forms of pronunciation between the systems of agricultural production, the agricultural systems and the systems of means of existence in the country.

Beyond this result, - who applies to the quinoa but appears to introduce a potential of general implementation in other courses of study - the comparison between the case of Peru and that of Bolivia allows to put into perspective the range of the combination between the processes of biological and equitable skills.

Summary

In the contemporary intellectual landscape, reflexion on cultural heritage can draw inspiration from two completely distinct sources. On the one hand, there is the history of the building of the notion of cultural heritage such as the UNESCO defines it, and which finds its origins in French revolutionary episode, romantic inheritance, speeches of Jean-baptist Mathieu and of the abbot Gregory, the foundation of pithy stores, Mérimée, inventory, Malraux, etc. All that is known in general well. On the other hand, and in a completely independent way, the analyses of Annette Weiner on the differentiation, in all societies, between inalienable property and alienable property are found. This differentiation is copied on differentiation between filiation and alliance. She undertakes a fundamental criticism of structuralism and of « any circulationnel » and the communicationnel from 1940s till 1990. There is a tension between these two notions, because if the notion of heritage of the UNESCO includes the notion of inalienability, it is intimately linked to practices of "promotion" and therefore of marchandisation which contradict inalienability or rather throw it into paradox.
