Society, local powers and sustainable development from cities to Africa

The most recent researches on the city in Africa show that generalised monétarisation and massive urbanization tend to put the individual in the centre of social change by transforming its attitudes, its practices, its speeches and its place in social life. Whether it is in Mali, in the Burkina Faso or in democratic Congo, growth, densification and social and cosmopolitan brewing of the urban populations produced an exacerbation of the problems of life in city : difficulties of transport, of evacuation of waste, of access to health and to piece of land, proliferation of informal activities, etc. This complexification of the conditions of urban existence led the townspeople to reword their social reports, and especially their relations of neighbourhood and of nearness, but also to reconsider their report in power and in total society. The lasting installation of economic crisis and its consequences to the general reduction of the income of the townspeople weakened family ties and links of alliance and put in trouble stocks of Community solidarity. In their turn, these phenomena reinforced factors of exclusion and procreated an increase of precariousness and of poverty, but also of delinquency and of urban insecurity which contribute to aggravate the deterioration of pre-existing social links. Sociopolitical management was founded on personal relations, clientélistes allegiances and Community memberships are more and more problematic and confront the townspeople with the structural borders of the capacities of integration by the State and by the total society. To confront this situation, the townspeople begin « taking their distance » in relation to their links of Community dependency and in relation to the links of clientéliste dependency to the State. We think that this catch of city distance is creative of new social areas in which invents the urban society.
Our resolutely qualitative approach, confronts and articulates the different objects of investigation which concern topics offered by ACI. So the problems that meets the advent of a true urban society will be put in touch with the political conditions of the local gouvernance and with the economic conditions of access to public property (health, habitat, job). Crossed looks of neighbouring disciplines (anthropology, ethnology, sociology and socio-economy of development) on identical objects located in different fields will be included : Bamako (Mali), Bobo-Dioulasso and Ouagadougou (Burkina Faso), Kinshasa (Congo), and on different objects located on the same ground. For it they undertook the constitution of three research operations :
Research operation 1. The urban gouvernance, the modalities of collective action and the emergence of the society and of citizenship and new urban social reports.
